When a delivery challan is used

Rule 55 of the CGST Rules allows a delivery challan in place of a tax invoice when goods are transported:

  • for job work, to the job worker and back;
  • for reasons other than a sale, such as goods sent on approval, for an exhibition or between your own places of business in the same state;
  • when the quantity is not known at the time of removal, as with liquid gas;
  • for a sale, when the tax invoice could not be made at the time the goods left. The invoice is then issued after delivery.

What a delivery challan must contain

  1. Challan number and date: the number is consecutive, up to 16 characters, unique within the financial year.
  2. Your name, address and GSTIN (the consigner), if registered.
  3. The consignee's name, address and GSTIN (or UIN), if registered.
  4. HSN code and description of the goods.
  5. Quantity, provisional where the exact quantity is not known.
  6. Taxable value.
  7. Tax rate and tax amount (CGST, SGST or UTGST, IGST, cess), where the goods are being transported for supply to the consignee.
  8. Place of supply, for a movement to another state.
  9. Signature.

Three copies

A delivery challan is made in triplicate: the original for the consignee, a duplicate for the transporter and a triplicate for the consigner. The format prints all three markings in one line; strike out or delete the two that do not apply to a copy.

E-way bill

Goods moving on a delivery challan still need an e-way bill when their value is above the notified limit. It is generated on the government's e-way bill portal, and its number goes on the challan. SahiBill does not generate e-way bills.

Put your business name, address, GSTIN and bank details where the format says [Your business name] and so on.

Replace the example lines with your own items. One line per item: quantity, rate and discount.

Delivery challan questions

Is GST charged on a delivery challan?

Not when goods move without a sale, as for job work or on approval. The tax rate and amount are filled only when the goods are being transported for supply to the consignee.

Is a delivery challan the same as a tax invoice?

No. A challan shows that goods moved; a tax invoice shows that they were sold. When goods sent on a challan are sold, a tax invoice follows.

Do I need an e-way bill with a delivery challan?

Yes, when the value is above the notified limit. Generate it on the e-way bill portal and write its number on the challan.

How many copies of a delivery challan are needed?

Three: the original for the consignee, a duplicate for the transporter and a triplicate for you.

What do I write as the reason for transport?

The actual reason: job work, sale on approval, exhibition, branch transfer, or supply where the invoice will follow.
